Basement bedrooms and egress in York

A bed and a closet don't make a bedroom. In Pennsylvania, a basement sleeping room needs a way out that a person can actually use in a fire.

Adding a bedroom in a York County basement means meeting the escape-opening rules in the 2021 International Residential Code, which Pennsylvania now enforces through its Uniform Construction Code, along with ceiling height and alarm requirements. The usual fix is an egress window cut into the foundation with a window well outside. Call (223) 877-4800 and we'll connect you with a contractor who can plan the room, the window and the permit together.

What the code asks for

Pennsylvania township guides based on the 2021 IRC, such as Manheim Township's finished basement guide, list these minimums for an emergency escape and rescue opening:

  • At least 20 inches of clear width and 24 inches of clear height
  • At least 5.0 square feet of net clear opening for a window at or below grade
  • A sill no more than 44 inches above the floor
  • For a below-grade window, a well with at least 9 square feet of floor area that projects at least 36 inches from the wall and is at least 36 inches wide
  • A permanent ladder or steps in any well deeper than 44 inches

Those numbers are measured on the open window, not the frame size printed on the sticker, so casements are a popular choice.

Why many York basements don't have one

Most older basements were built for storage and coal bins, not sleeping, so their windows are small and set high in the wall. Some homes have a walkout door that can serve as the escape route instead. York Township's finished basement permit form asks you to name the second way out, either a walkout door or an egress window, so be ready to show it on the plan.

Alarms and ceiling height

Expect the inspector to check smoke alarms in the bedroom and outside the sleeping area, and carbon monoxide alarms where the house has fuel-burning appliances or an attached garage. Habitable basement rooms generally need 7 feet of ceiling height, with 6 feet 4 inches allowed under beams and ducts.

Selling or renting the room?

Listing a basement room as a bedroom when it has no legal escape opening can create trouble with buyers, appraisers and lenders. If you're near York College or another campus and want to rent rooms, check with your municipality about rental rules as well.

What affects the cost

Wall material (poured concrete, block or stone), how deep the window sits, the well and ladder, drainage at the bottom of the well, interior trim, and whether other work like alarms or a closet is part of the job. We don't quote prices.

Questions people ask

Can a basement bedroom use a door instead of a window?

Yes, an exterior door that leads outside can serve as the escape opening. If your basement has a walkout, the bedroom may be able to use it, depending on the layout.

Does every basement bedroom need its own window?

Yes. Each sleeping room needs its own emergency escape opening under the residential code.

What happens if the old window is too small?

The contractor cuts a larger opening in the foundation, adds a header if needed, and installs a code-size window and well. That work needs a permit.
